Stage 1 of the competition called on designers, architects, builders and developers to Step Up to the challenge of designing affordable, accessible and sustainable medium-density housing for tomorrow's homebuyers. Entrants were asked to submit their ideas addressing key criteria including sustainable design, new building technologies, and cost-effective design and measures to reduce ongoing running costs.

Of the seven shortlisted entrants to progress to the third stage of the competition, four were selected as finalists and invited to submit a detailed design proposal.
